Colorado's prisons are understaffed and overcrowded, resulting in inmates being pushed into county jails. The state has activated its emergency plan, but local leaders consider it only a temporary solution.

David Carrillo, a 51-year-old who served nearly three decades in various Colorado prisons, is now teaching economics to incarcerated students. He notes that education introduces them to a world beyond their previous experiences, stating:

They are introduced to a world beyond what they've known for a very, very long – not just for a very long time, probably ever.

Carrillo, now free, continues to teach students on the inside at Adams State University and Red Rocks Community College. However, overcrowding in state prisons has made it challenging to maintain classes.
